It just wouldn't be an evil empire without a semi-all powerful rulers. There have been many throughout the history of fiction, each vying for the title of biggest badass.
Sauron: The Dark Lord of Mordor, Sauron is the creator of the one Ring, which he used in a bid to enslave all races of Middle Earth. A master of magic, Sauron is nearly invincible... so long as he wields his magic ring.
Darkseid: The cruel and vicious ruler of Apocalypse, Darkseid has menaced Superman and Apocalypse's sister planet New Genesis in his search for a way to end or enslave all life.
